Job Description and Duties

Under general direction of the Departmental Strategic Governance, Risk, and Compliance (DSGRC) Information Technology Manager II (IT Mgr II), the Information Technology Manager I (IT Mgr I) perform functions in the role of project director over information technology (IT) projects that are defined as “high priority” by the California Department of Technology (CDT) guidelines which are based on the risk categories of strategic risk, financial risk, project management risk, and/or technology risk. Assignments will involve large size enterprise projects needed for continued operation of State business processes, tight time constraints, several interfaces with existing systems, proficient experience with the technology architecture, and/or high visibility. The IT Mgr I will typically be responsible for concurrent management of multiple projects. The IT Mgr I is intimately involved in planning processes relative to the analysis and investigation of information processing systems and may be actively involved in cost control functions as it relates to projects.

Telework
This position is eligible for a hybrid work schedule within California based on departmental policy and operational needs. The telework policy is subject to change depending on business needs, and/or reporting to the work site may be required with minimal notification given. Pursuant to Executive Order, effective July 1, 2025, employees in this position will be required to report to the work site a minimum of two (2) days per week, increasing to four (4) days per week effective July 1, 2026. The specific on-site days will be determined by the department based on operational requirements.

Working Conditions

CA Residency:
Candidates who reside outside of the State of California may be admitted to the job interview. However, upon a job offer, candidates must provide proof of residence in California prior to their appointment becoming effective, or the offer may be rescinded.

  • Travel to CDT campuses and customer locations to coordinate project activities and/or attend meetings.
  • May be required to work on weekends and outside normal work hours.
  • Carry a work mobile phone.

While tools such as artificial intelligence (AI) (e.g., ChatGPT), internet resources, or third-party reviewers may assist with research or preparation, by submitting your application you certify that your SOQ is your original work, written in your own words, and accurately represents your background and qualifications. Failure to submit an SOQ that is your own work, including the use of AI-generated or substantially AI-assisted responses that misrepresent your abilities, may result in disqualification from the examination or hiring process. If such misrepresentation is discovered after appointment, it may constitute dishonesty and could result in adverse action, up to and including dismissal from State service.

SOQ 1 - Describe how your education, training, and professional experience have prepared you for the IT Manager I, Project Director role. In your response, include:
Relevant education, certification, and professional development.
Experience leading large or complex IT projects.
Experience managing stakeholders, risks, budgets, and project teams.
An example of a significant accomplishment and its outcome.

SOQ 2 - Describe one IT Project that you personally led from planning through implementation. In your response, include:
The project’s purpose, scope, and level of complexity.
Your role and decision-making authority and how you managed the project through the different phases of the project lifecycle.
A major risk, issue, or change that occurred and how you addressed it.
The measurable outcome of the project, such as schedule, cost, scope, or performance results.

Important: Responses must be based on your direct experience. Vague or generalized descriptions will not be considered.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Strong working knowledge of project management concepts, principles, practices, and processes prescribed by the Project Management Body of Knowledge (PMBOK).
  • Experience with project management charters, WBS, plans, schedules, risk, and issue analysis.
  • Previous experience managing large size enterprise projects of high risk and visibility.
  • Previous experience managing projects that establish new IT service offerings.
  • Strong written and verbal communication skills.
  • Proficient in MS Suite including Project, Project Online, PowerPoint, and Visio.
  • Experience and/or knowledge of IT project portfolio management concepts, principles, practices, and processes.
  • Knowledge of IT Systems Development Life Cycle work processes.
  • Knowledge of CDT platforms, telecommunications network, and CDT service offerings.
  • Knowledge of IT Infrastructure Library (ITIL) methodologies depending upon area of specialty.
  • Experience with Budget and Cost Recovery analysis.
  • Experience with Contract and Procurements.
  • Strong ability to reason logically, analyze situations, and reach sound conclusions.
  • Ability to multi-task and manage several projects concurrently.
  • Ability to utilize diplomacy, tact, and professionalism.
  • Ability to exercise good judgment and meet deadlines.
  • Ability to consistently exercise a high degree of initiative, independence, and originality.
