Telework must be completed from a pre-designated home-based location within the State of California and employees may be required to report on-site to address business needs. Telework is at the sole discretion of the Court and may be rescinded with 48 hours' notice, based on needs of the Orange County Superior Court. ABOUT THE POSITION The Financial Planning Officer ensures that resources are managed efficiently and responsibly, using the highest standards of accountability, while providing superior service to all customers. It also supports management by developing and implementing financial plans that allocate available resources in a manner that best meets the short-term, long-term and strategic goals of the Court. The Financial Planning Officer typically reports directly to executive or senior management and oversees highly complex work including areas which require specialized financial planning expertise or credentials. The classification oversees a diverse operation including financial services analysts and other support staff. Duties for the classification may include, but are not limited to: Provides judicial leaders and executive management with accurate financial information and recommendations by continuously monitoring and evaluating the efficiency and effectiveness financial and business-related services; identifying cost-effective approaches; establishing and assuring the use of internal financial system controls; and ensuring compliance with state, federal laws, rules and regulations. Accomplishes the Court's financial mission by effectively acquiring and administering financial, material and information resources; selecting, training, motivating and evaluating subordinate personnel; ensuring efficient and cost-effective development and utilization of management information systems and other technological resources to meet the Court's needs. Leads confidently by taking personal responsibility for decisions and actions and by designing and implementing strategies that maximize employee potential and fostering high ethical standards to meet the Court's vision, mission and goals. Leads change by displaying a high level of initiative, effort and commitment to achieving Court goals and objectives; being proactive and achievement-oriented; being self-motivated; pursuing self-development and development in others; seeking feedback from others and opportunities to master new knowledge. Reengineers business process and improves program effectiveness by proposing and implementing change initiatives to improve efficiency, streamline operations and meet current and future business needs. Promotes sound accounting and financial practices and principles of contemporary leadership by integrating new ideas and contemporary approaches to problem solving. FINANCIAL SERVICES MANAGER IIMinimum Qualifications
REQUIRED EXPERIENCE: OPTION 1: Two (2) years of full-time (or equivalent) recent experience as a Financial Services Manager I. -OR- OPTION 2: Five (5) years of full-time (or equivalent) professional level budgetary analysis experience in budgeting, accounting, or finance with a public and/or governmental agency. EXPERIENCE SUBSTITUTION: Successfully completed accredited college or university course work in the field of business, public administration, accounting, finance, economics or closely related field may be substituted as follows: Bachelor's degree may substitute for one (1) year of the required experience Master's degree may substitute for up to two (2) years of required experience. Note: To receive substitution credit, a copy of your college official transcripts must be included with your application. DESIRED EDUCATION Desired qualification is graduation with a bachelor's degree or successful completion of 24 upper division level college courses from an accredited college or university in the fields of business, public administration, accounting, finance, economics or closely related field. DESIRABLED EXPERIENCE One (1) or more years of experience supervising or leading professional financial planning staff. Experience with government budget analysis and financial planning is highly desirable. ADDITIONAL REQUIREMENTS (Licenses, Certifications, Testing, etc.): Must successfully pass a background check to the satisfaction of the court. Travel to/from justice centers may be required for some assignments. REQUIRED KNOWLEDGE AND ABILITIES: Organizational and management practices as applied to the analysis and evaluation of programs, policies and operational needs. Advanced principles and practices of governmental budget preparation and administration, purchasing and government contract administration. Principles of supervision, training and performance management; and pertinent federal, state and local laws, codes and regulations. Provide administrative and professional leadership and direction. Analyze problems, identify solutions and formulate effective conclusions, recommendations and/or alternatives. Prepare and administer large and complex budgets. Interpret and apply federal, state and local policies, procedures, laws and regulations.Additional Information
