SOC Deputy Director, Finance and Logistics Administration

In coordination with the SOC Director and SOC Deputy Directors for Operations and for Planning and Intelligence, this position provides leadership to the Permanent Incident Support Team within the ICS structure, which is utilized to respond to emergencies and disasters within California. Under the general direction of the SOC Director, this position is responsible for a wide range of tasks including, but not limited to, developing and implementing strategies and tactics to achieve the incident objectives, coordinating with state and federal agencies, providing guidance, and supporting the response efforts of other state agencies. Additionally, this position may entail leading or being a part of special projects, various task forces, and SOC-wide projects/initiatives.You will find additional information about the job in the .
Working Conditions
In Office : This position supports and manages the day-to-day business operations for Cal OES which is handled in an office location. This is not considered a hybrid telework position.
DMV Pull Program : Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver’s License (DL). You must answer the questions addressing your DL on your application. Ensure you provide your DL number, class, expiration date, and any endorsements and/or restrictions. Conflict of Interest (COI) : This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Demonstrated experience leading complex programs or organizations through subordinate managers and/or supervisors.
- Experience establishing strategic priorities, managing organizational performance, and implementing initiatives that improve operational effectiveness.
- Demonstrated ability to lead organizational change, manage competing priorities, and foster a culture of accountability, collaboration, and continuous improvement.
- Experience developing and mentoring mangers, supervisors, and multidisciplinary teams.
- Knowledge of the Standardized Emergency Management System (SEM), National Incident Management System (NIMS), and Incident Command System (ICS).
- Experience supporting emergency operations centers, coordination centers, incident management teams, or large-scale emergency response and/or recovery operations.
- Understanding of Logistics Section and Finance/Administration Section functions within an ICS/SEMS environment.
- Experience supporting major incidents, disasters, special events, or continuity operations requiring rapid resource coordination and decision-making.
- Experience overseeing logistics, resource management, procurement, contracts, facilities, fleet, warehousing, supply chain, or related operational support functions.
- Experience managing complex budgets, fiscal programs, grants, cost recovery, emergency expenditures, or financial administration activities.
- Knowledge of public-sector procurement, contracting, fiscal controls, and compliance requirements.
- Experience balancing operational needs with fiscal stewardship, accountability, and regulatory compliance.
- Experience coordinating with executive leadership, governmental agencies, vendors, contractors, and internal and external partners to accomplish organizational objectives.
- Strong written and verbal communication skills, including experience preparing executive briefings, policy recommendations, operational updates, and strategic plans.
