Job Description and Duties

Under general direction of the Application Management section’s Application Development Manager, an IT Manager I, incumbent holds responsibility for application development and the associated software development lifecycle. This includes leading the architecture, design and development of complex software applications, project management, managing code repositories and coach colleagues on use of DevOps tooling and best practices, managing cloud environment for applications, and providing expert-level support to junior developers for critical application issues and incidents.

The Application Management section provides application development, maintenance, and support services to the State Treasurer’s Office (STO) and the sixteen separate, quasi-independent boards, commissions, and authorities (BCAs) that organizationally report to the State Treasurer.

The Lead Application Developer will act as the subject matter expert and architect for application development, modernization, and cloud migration projects.

Working Conditions

This position is eligible for a hybrid work schedule which includes up to three days of remote work per week. Additional in office days may be required based on the business need.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Full-stack Development Expertise: Extensive experience and a proven track record of planning, architecting, and developing web applications as a lead full-stack developer or technology lead. Proficiency in modern web application technologies such as HTML5,CSS, JavaScript, React, C#, .Net, SQL, etc.
  • Cloud Experience: Deep understanding of cloud technologies preferably Microsoft Azure (App Service, API Management, Vault, SQL Database) and experience in developing serverless applications.
  • DevOps Experience: Strong background in managing code repositories and ensuring that all code changes are properly versioned, tagged, and organized, overseeing branching and merging strategies, maintaining a clean and organized codebase, building and maintaining automated deployment pipelines, ensuring continuous integration and delivery, and optimizing the development workflow for enhanced productivity and reliability, developing application IaC (infrastructure as code) templates/Azure resource manager and Bicep templates, overseeing application deployments, etc.
  • Agile/Scrum practices: Familiarity with Agile/Scrum methodologies, ensuring adherence to Scrum practices, contributing to sprint planning, and adapting to changing project requirements, managing project boards, removing impediments, and facilitate and enforce code review processes to help the team deliver high-quality software.

Minimum Qualifications

Possession of Minimum Qualifications will be verified prior to interview and/or appointment. If it is determined that a candidate does not meet all Minimum Qualifications, the candidate will be withheld from the eligibility list, rendering them inactive and ineligible to be hired for the classification. All candidates who are determined to not meet the Minimum Qualifications will be contacted in writing and will have 10 business days to respond with additional information supporting their Minimum Qualifications for the classification. Candidates who have been withheld may file an appeal with the State Personnel Board.

Include the business problem, architectural style chosen, your role and team size, front-end and back-end technologies, database platform, and API design approach. Highlight your specific contributions to designing, building, and maintaining the application.
    2. Explain a project you architected using a cloud technology stack. Specify the services used, how you managed identity and networking (if applicable), and the measures you implemented for security, scalability, and reliability. Describe the key architectural decisions you made and the rationale behind them.
    3. Describe the end-to-end DevOps strategy you helped define or evolve, including source control strategy, branching model, CI/CD stages, and deployment patterns. Share one architectural or process improvement you introduced and its measurable impact.
    4. Describe a legacy system modernization effort you led or architected. Explain how you decomposed the system, managed data migration, ensured backward compatibility, and maintained business continuity. Discuss key risks, mitigation strategies, and lessons learned.
