Job Description and Duties

Under general direction of the CIO and the Deputy CIO (an Information Technology Manager II), incumbent holds complete management responsibility for a designated subsection within the Application Management. This includes overseeing a portfolio of applications developed and managed by the Application Management Section, encompassing tasks such as planning, organization, staffing, and the direction of all functions and personnel to successfully achieve the section's objectives.

The Application Management Section provides application development, maintenance and support services to the State Treasurer’s Office (STO) and the sixteen separate, quasi-independent boards, commissions, and authorities (BCAs) that organizationally report to the State Treasurer.

The Application Development Manager will oversee and guide subordinate staff through the entire application lifecycle, encompassing new application development, rigorous application testing and quality assurance, effective application release and deployment management, continuous application enhancements and bug fixes, strategic application modernization, seamless application migration to the cloud, as well as the formulation of service improvement plans and strategic initiatives.

Working Conditions

This position is eligible for a hybrid work schedule which includes up to three days of remote work per week. Additional in office days may be required based on the business need.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience: The ideal candidate should have extensive experience in leading and managing a team of developers in web application development and must have a proven track record of delivering successful web applications as a full-stack developer.
  • Technical expertise: The candidate must have a deep understanding of cloud technologies such as Amazon Web Services (AWS), Microsoft Azure, or Google Cloud Platform (GCP), as well as proficiency in programming languages commonly used in cloud application development, application modernization experience, and experience with modern software delivery practices.
  • Project management skills: The ideal candidate should have strong project management skills, including the ability to lead cross-functional teams, manage project schedules, and allocate resources effectively. Experience as a Scrum master is preferred.
  • Communication skills: Effective communication is crucial in this role. The candidate should be able to communicate complex technical concepts clearly to both technical and non-technical stakeholders.
  • Leadership skills: The ideal candidate should have strong leadership skills, including the ability to mentor, motivate and inspire team members.
  • Strategic thinking: The successful candidate should be able to think strategically, plan for the future, and guide the team towards the long-term goals of the organization.
  • Continuous learning: Cloud technologies are evolving rapidly, and a successful candidate must have a mindset of continuous learning and a willingness to adapt to changing technologies and trends.
  • Oracle Forms & Reports: Past experience in Oracle Forms & Reports, Oracle 10g/12c/19c and the Oracle HeadStart Utilities is desirable.

Minimum Qualifications

Possession of Minimum Qualifications will be verified prior to interview and/or appointment. If you are meeting Minimum Qualifications with education, you must include your unofficial transcripts/diploma for verification in your application packet. Official sealed transcripts or your original diploma (with embossed seal) will be required prior to appointment. If it is determined that a candidate does not meet all Minimum Qualifications, the candidate will be withheld from the eligibility list, rendering them inactive and ineligible to be hired for the classification. All candidates who are determined to not meet the Minimum Qualifications will be contacted in writing and will have 10 business days to respond with additional information supporting their Minimum Qualifications for the classification. Candidates who have been withheld may file an appeal with the State Personnel Board.
