Hybrid Telework Opportunity
Under the direction of the Assistant Deputy Director, Health Systems Compliance, Chief Counsel, for the Office of Health Care Affordability (OHCA or Office), or the Assistant Chief Counsel, the Attorney Ill performs the complex and sensitive legal work for the Office. The Attorney Ill works both independently and as part of a team to provide client-centered legal and policy advice and assistance to the Office on a wide range of areas, including development of OHCA program regulations, the Bagley-Keene Open Meeting Act, conflict of interest laws, the California Public Records Act, confidentiality laws, health care law, and health care competition laws and analysis. The Attorney Ill will work closely and interact regularly with more senior attorneys, health care consultants, financial audit staff, economists, and other health care experts.
The Attorney Ill consistently demonstrates professionalism in their interactions with executive leadership, program managers, other state entities, and stakeholders, while performing multiple tasks that often require stringent deadlines. The Attorney Ill ably performs under pressure in political or time sensitive situations, communicates effectively both orally and in writing to provide sound legal opinions and high-quality, well-researched work products and presentations, demonstrates good judgment, and acts with high ethical standards.

Working Conditions
HCAI offers a hybrid telework schedule with a combination of remote and in-office work schedules for CA residents only. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises. If you are interested in maintaining a life/work balance and not dealing with a daily commute, then this position may be for you!
Telework schedules: The expectation is that all staff will work in office 4 days a week July 1, 2026.

Special Requirements
Possession of Minimum Qualifications will be verified prior to interview and/or appointment. If you are meeting Minimum Qualifications with education, you must include a copy of your unofficial transcripts and/or license for verification. Official sealed transcripts will be required upon appointment. If it is determined an application does not meet the Minimum Qualifications, the applicant will be withheld from the eligibility list, rendering them inactive and ineligible to be hired for the position. Applicants who have been withheld may file an appeal with the State Personnel Board.
Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- 2 years of experience with health care law providing legal advice to private or public health care organizations, or in legal issues related to market competition, mergers, and acquisitions.
- 1 year of experience drafting and interpreting legislation and regulations, including but not limited to preparing rule making packages for Office of Administrative Law approval.
- 1 year of experience reviewing and analyzing contracts.
- 1 year of experience providing advice to executive staff through well-researched and written legal memos, briefs, or similar documents pertaining to complex, sensitive, and/or novel legal issues.
- Knowledge of laws pertaining to state government, including the Bagley-Keene Open Meetings Act and the Public Records Act.
- Experience successfully working with internal and external stakeholders through effective verbal and written communication.
- Experience managing competing priorities and completing tasks in a timely manner.
