Job Description and Duties

The SSE will Review structural and nonstructural aspects of component and system seismic anchorage and bracing to ensure compliance with the California Building Standards Code. Review pre-approval submittals, prepare letters, routinely records pre-approval related information into the pre-approval database and explains pre-approval program to applicants. Conduct reviews of plans, specifications, calculations, and other submittal documents for health facilities’ gravity bearing and lateral resisting primary structural frames and systems. Make recommendations to the Sup, HFR to approve/disapprove applications for anchorage pre-approval. Maintains current certification/registration with appropriate licensing board.

Possession of Minimum Qualifications will be verified prior to interview and/or appointment. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience within the last 10 years with California Building Standards Codes, Title 24 Building Codes and Regulations, and other California business practices, policies and interpretations for health facilities, such as general acute care hospitals, skilled nursing facilities and acute psychiatric hospitals.
  • Structural engineering experience within the last 10 years in hospital design and construction.
  • Structural engineering construction observation experience.
  • Experience working and resolving issues with a multi-disciplinary team, clients, contractors and other technical and professional staff.
  • Experience inspecting or reviewing quality of structural engineering work in office and/or field.
  • Knowledge and experience in retrofit of existing structures using the California Building Codes.
  • Knowledge of OSHPD preapproval programs, OPMs, OSPs, OPAAs, etc.
  • Design experience in bracing different types of non-structural components in high seismic regions.
  • Knowledge of different loading protocols, including FM 1950, ASHRAE 171 and FEMA 461.
  • Knowledge of different ICC or IAPMO Acceptance Criteria, including AC01, AC70, AC193 and AC308.
  • Participation in the last 10 years in professional structural engineer organizations, technical committees, and continuing education seminars.
  • Maintain a current, comprehensive working knowledge of State business practices, codes, regulations, policies, interpretations, materials and methods of construction applicable to your specific areas of enforcement.
  • Demonstrate a commitment to performing duties in a service-oriented manner.
  • Ability to apply technical skills to formulate practical solutions in resolving structural plan review issues.
  • Ability to handle code enforcement issues with architects, engineers, and health care facility owners.
  • Good writing and oral communication skills, and excellent interpersonal skills.
  • Ability to handle stressful or sensitive issues with tact and diplomacy.
