Job Description and Duties

Under the general direction of the Staff Services Manager II (SSM II), the SSM I (Specialist) is highly-skilled and independently responsible for managing a workers’ compensation claims and settlement caseload for claims assigned to the State Compensation Insurance Fund’s (State Fund) Major Claims Operations (MCO) unit. The incumbent resolves sensitive and complex issues by 1) assisting State Fund adjusters and attorneys with early intervention in the life of a workers’ compensation (WC) claim to refine settlement outcomes with an effect on the end results, and 2) recommending settlement within their delegated authority and complex claim and settlement strategies across multidisciplinary functions to achieve superior financial results for the Department of Transportation (Caltrans). The incumbent formulates and implements Caltrans’ WC training program.

For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. Working Conditions

Position located at 1727 30th Street, Sacramento, CA 95816.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.
New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Special Requirements

In addition to an Employment Application (STD 678), a Statement of Qualifications (SOQ) is a narrative discussion of how your education, training, experience, knowledge, skills and abilities qualify you for this position. The SOQ also serves as documentation of your ability to present information clear1y and concisely in writing and will be considered the first phase of the hiring process. The SOQ must be typed, no more than two pages in length, and specifically address the following questions:

1. Describe how your education and/or work experience has prepared you to review complex workers'

compensation claims, including medical reports, depositions, and settlement proposals.

2. Describe a time when you provided in-person or virtual training to supervisors, managers, or field staff? What methods did you use to engage participants and assess their understanding?
