Job Description and Duties

THIS POSITION MAY BE ELIGIBLE FOR A HYBRID WORK SCHEDULE. THE AMOUNT OF TELEWORK IS AT THE DISCRETION OF THE DEPARTMENT AND IS SUBJECT TO CHANGE AS BUSINESS NEEDS ARISE.
The Employment Program Manager III (EPM III) will serve as a Section Manager/Alternate Manager of the Unemployment Insurance Center Inglewood providing leadership, coaching and managing the EPM Is and the administrative personnel as assigned. The EPM III will model the mission, vision, and values of the Department and of the Branch in interactions with internal and external customers.

The position requires the selected candidate to be knowledgeable in the Unemployment Insurance (UI) program and UI system in order to plan, coordinate, direct, supervise and evaluate the activities of multiple units that handle Determination, Claims Filing and Information Services to UI customers and employers. The EPM III is also responsible to and manage the other functions/production of the UI Center including Appeals, Adjustments, Overpayments, Payment Authorization, Clerical works and Quality Control. Travel may be required. Position exist in Los Angeles County.

Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours in the Personal Leave Program 2025 (PLP 2025) per month. Office and cubicle environment and occasional and overnight travel may be required.

Examination/Assessment

The Employment Program Manager III is a Departmental Promotional exam for EDD employees only. The next administration of the Employment Program Manager III exam is tentatively scheduled for 01/2027.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Vision and Goal Oriented, Strategic Thinking Skills, Results Driven, Effective Time Management, Organizational Skills and Effective Leadership.
  • Concise and professional writing skills
  • Familiarity with Progressive Discipline and Corrective Action Processes.
  • Familiarity with office attendance and payroll quality control.
  • Strong knowledge on human resource development.
  • Proficient use of Microsoft Office Suite (Outlook, Excel, Word and PowerPoint)
  • Recent two years of UI knowledge/experience
  • Knowledge of UI systems including SCDB, CUBS, UISS and ccPulse system and Verizon Report.
