Budget Analyst
Job Description and Duties
This position is eligible to hybrid telework option, in accordance with Business, Consumer Services and Housing Agency Telework Policy, and will be required to report to the Sacramento Headquarters as needed/required. This is subject to change based on operational need and/or future to office orders. The successful candidate must reside in California upon appointment.
Under the general direction of the Assistant Deputy Secretary for Fiscal Policy, the Analyst IV serves as the agency-level fiscal and budget expert for the California Housing and Homeless Agency (CHHA) and its member departments. The incumbent functions as a fiscal expert with full responsibility for formulating, coordinating, administering, and overseeing the complex fiscal and budgetary policy with agency-wide and multi-departmental impact. This position exercises independent judgment, manages high-risk and time-sensitive fiscal activities, and serves as a fiscal advocate and representative for CHHA before the Governor’s Office, the Legislature and other entities within the Administration.
The Analyst IV is responsible for budget development, including the development of budget bill language and trailer bill language), and the establishment of fiscal procedures and controls to ensure compliance with DOF policies, statutory requirements, and Administration priorities. Work is performed in a highly dynamic environment requiring discretion, confidentiality, and the ability to assess and mitigate fiscal, operational, and reputational risk to Agency.
This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment and once per year.

Special Requirements
- Employment History on the STD 678 (State Application) must be complete and include employment dates, accurate hours per week, total time worked, duties and responsibilities performed, and contact names and phone numbers of supervisors. License and Certification numbers included on the STD 678 must include issue date and expiration date. Failure to indicate issue and expiration dates will result in disqualification. Resumes or other documents cannot substitute the STD 678 (State Application). Applicants who fail to submit a completed STD 678 (State Application) may be disqualified. Only the most qualified candidates will be invited to an interview.
- Applicants who completed their education outside of the United States (with foreign degrees/transcript s) must obtain and submit verification of US course/degree equivalency. Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Experience developing and managing complex budgets
- Proficient with Microsoft Excel, Word and Outlook
- Proficient using Fi$Cal: Peoplesoft and Hyperion
- Experience gathering ad hoc reports and performing data analysis
- Strong attention to detail
- Ability to work professionally and cooperatively with other agencies
- Excellent analytical, communication, organizational, and workload management skills
- Strong ability to research problems and communicate to a wide array of stakeholders
- Experience in analysis of proposed legislation and regulations
- Knowledge of State of California budget cycle, processes and procedures with respect to ensure integrity and compliance with control agencies’ requirements and timelines
- Knowledge of statewide policies, procedures, and requirements in the State Administrative Manual (SAM)
- Ability to read and comprehend technical documents such as policies, procedures, standards, regulations, technical reports, statutes, and contracts.
- Ability to extract relevant facts and information from written documents to perform project planning, problem-solving, or summarize information as required to complete assigned tasks.
